Humming Noise in 99' Chrysler TNC

I just recently started having a humming noise come from the Driver's side of the front of my hood... It 1st started when it got really cold so I thought maybe it's because I didn't allow my car to warm up and it would go away as I drove the car. Well, now it's not going away at all and it's making a high humming noise. Now, I am having problems with the car wanting to go over 45mph. I replaced the EGR valve. That didn't help... it's still making the humming noise. The noise only happens when my foot is on the gas regardless if I'm in Park or Drive...

Any advice or opinions on what it could be... i've heard maybe Torque Converter and/or Transmission.
