3.4 timing is off

hi , it's running a little rough when you come to a stop, plugs and wires are ok. when you first start it the timing is -11 degrees when it warms a little it goes to -24 degrees. i'm not getting check engine light,no codes and the book says the timing can't be adjusted. thank you larry
