grabby brakes

what up folks, I have a 90 integra and my left rear brake doesn't seem like it wants to let go all the way. I think its the caliper but a friends pops thinks its an "adjustment rod or bar" for the brake pedal. Does anyone know what he's talking about or what that is/where it is. I'm brand new here so help out ur boy...peace.
